It means resources are used remotely - no need to ship everything back to the
capital for it to be used.
Each province uses resources directly and also produces supplies locally.
(units away from the home area can draw supplies locally and are not
dependant on the capital)
in that case it's talking about the capability to deploy/produce units in
overseas territories. If a contiguous overseas territory (i.e. not connected
to your captial by land) has a certain amount of ICs (set in misc.txt) or
more, you can deploy new units there directly. Imperial World View reduces
the number of ICs you need to do this.
簡單講就是
1)現在misc.txt有定義可以隔海部署的最小所需IC值(在哪，我沒找到o_O?)
而帝國世界觀的Remote production IC可以降低這個閾值30%
所以中文可以翻"遠處獨立生產所需IC" 或 "自主生產所需IC" 或 "隔海布署所需IC"
註: 找到了

40 ->減30%後變成 28
2)帝國世界觀同時也讓未與首都接壤的省駐軍可以直接吃用該省原料產的該省補給
因此可以減少運到該省的supplies
但降低從該省運回來的能源、金屬、稀礦
