You can hook them when you are fighting in melee, and when they teleport away, you can use the rod's line and hook to determine where the Enderman is. You can also use the rod to pull them back and then fight them with a weapon of your choice. A quick, effective way to kill an Enderman is to quickly run towards one with or without a weapon (and without looking at its head), attack its legs once, and have four or more tamed wolves to finish it off. The best way to kill an Enderman is to fight them with a pumpkin helmet. The Enderman will not teleport away while you are wearing the pumpkin.
