Each player may only have one base on each planet.

Once a player builds a base on a planet, he may only build another base

當一個玩家在一顆星球上已經有基地的情況，他必須要等前一個基地被摧毀後才能蓋
第二座基地
It is also important to note that a player may not build a base in an area
that contains an enemy base.
玩家不能再已經有敵方基地的區域蓋基地
