#修正 : 調整妖術士技能 - 快速施法(quick_spell)，9/8重開機生效 :
* 快速施法改成對妖術士的二轉法術生效。
* 移除快速施法對妖術士的一轉法術的效果。
* 若在威力帶施展的情況下，則與快速施法不可疊加，吟唱的時間取二者
最小的。
#Modification: Adjust the skill of 妖術士-quick_spell,
effective for 9/8 reboot:
* Quick_spell become to take effect on the spells of
the 2nd advance-class of 妖術士.
* Remove the effect of quick_spell on the spells of
the 1nd advance-class of 妖術士.
* If the spell is cast with a power_circle, it cannot
be overlapped with quick_spell, and the chanting time
is the smallest of the two.
