[規則] 圖拉真元老院計算
Ties are broken in favor of the player with the higher
position on the senate track, in case of the same position
in favor of that player whose disc is higher up in the
stack.
1. 先比票數再加上元老院 Tile 的票數, 最多的 win
2. 同票同位置時, 位置在上的 win
3. 同票不同位置時, 元老院位置比較高 win
4. 回收時, 票數最低的在最底下
5. 將所有旳元老院 Tile 棄掉
