[新聞] NeoRaine 1.3.1

NeoGeo CD emulator have been updated recently. Changes:
- I was lazy with 1.3.0, leaving the users to do the testing, and I got a bug
report + a long list of things to check. So this new version is the result of
this. Normally rasters work everywhere, even in super sidekicks 2 & 3 (which
are really hard with rasters in neocd... !).
